The following requirements must be met to perform balancing.

• Shared Territory Boundaries

Territories included in balancing must touch each other and form a single continuous area.

If the territories are separated and do not share boundaries, balancing is unavailable.

• Organization Locations

Organizations included in balancing must have their locations specified on the map.

If an organization's location is missing, the system cannot correctly use the organization when distributing it among territories.
